option for consumers to take complete
control over their in-home services.
This is where you control who provides
your services and when, making you the
employer. FMS assists the employer in
necessary administrative work
associated with providing services and
operating a consumer personal care
company.

Roles and Responsibilities of the Employer:
Being under County HomeMakers Fiscal Management Services, you are the
employer of your Personal Care Aides.(PCA) As the common law employer, you
may:

- Recruit and hire PCAs as well as discharge when necessary;
- Determine your PCAs' schedule;
- Determine what tasks are to be completed during services;
- Be sure that the time sheets are accurate and submitted in time for
billing purposes.
Getting Started:
After enrolling as a Consumer Employer, hiring a Personal Care Aide is easy.
Once you have a potential employee identified they fill out an application,
and County HomeMakers FMS enrolls them in Workers Compensation Coverage. The
staff of County HomeMakers FMS is available to help you through the process.

County HomeMakers Fiscal Management Services has the major role of maintaining
and filing taxes for the employer. Responsibilities can include:

- Managing payroll, including federal, state and local employment taxes, for
Personal Care Aides employed by the consumer. - Procure worker's compensation insurance for the employer and manage
payment of premiums, as well as assist with claims management. - Assist employers in managing budgets provided by publicly funded home and
community based waiver services. - Collect, process, and maintain time sheets for Personal Care Aides.
- When requested, provide training to the employer and their Personal Care
Aides.
